Without spoilers, I tend to do a lot of sidequests in playthru 1, and I was lvl 36ish when i finished the vanilla game, then I did the sidequests and gradually got to like lvl 40ish from the quest exp (the bad guys are capped at lvl 35 for play thru 1, so I wasn't getting much exp from kills at that point). but in the long run it doesnt really matter what lvl you do things in playthru 1, you will eventially outlevel all the playthru 1 gear. The DLCs will set to your level when you first go there, I think.
